Law and legal system are essential elements of civilisation. Human civilisation does not continue smoothly, as miscreants can take advantage of absence of law. Such miscreants are cleverer than ordinary human beings, as it is popularly believed, as they try to grab others property by hook or by crook, instead of acquiring property by legal means.

Such miscreants try to escape legal formalities by taking recourse to gaps in legal framework and legal system tries to foil their attempt by enacting laws and by laws for which legal system is so complicated.But humankind has a wrong notion of origin of law. Mistakenly it thinks that law has its origin in attempt to restrain human passion of cruelty which shows its fangs even without provocation. It presupposes that man always remains ready to do harm to others. For this mistaken notion man is unable to realise that many laws have been enacted, particularly some taxing statutes, which are rather troublesome and burdensome than helpful to production and distribution.

Taxes and duties must be there, these cannot be discontinued. Otherwise administration cannot continue to run to protect property. Civilisation has started and it continues to run as a result of human intention to consume articles produced. Mankind does not intend to consume and enjoy taxing statutes. Administration should be wise in formulating taxing statutes so that those and long drawn court battles do not get more importance than job at center of civilisation - production and distribution of articles.

After all states incomes are earned from production and distribution only.
